The A.O.H.A. reserves the right to conduct drug testing of horses exhibited in any and all classes in accordance with the guidelines established by the Governing Board of the A.O.H.A. Such testing is provided and intended to serve as a deterrent to the use of illegal and/or banned substances to effect the performance of exhibited horses. The purpose is to insure a level platform whereby the horses and exhibitors are judged fairly and equitably against one another. The selection of a horse for testing DOES NOT imply suspicion or quilt and should not be perceived in such a manner.

DRUG TESTING SELECTION PROCEDURE

  1. The A.O.H.A. will conduct drug testing at its annual State Championship Show in Montgomery.
  2. The A.O.H.A. reserves the right to conduct drug testing randomly on any class on the State Show Program. Classes to be tested will be chosen at random by the Directors of the A.O.H.A.
    • The A.O.H.A. reserves the right to perform drug testing on a basis of suspicion of drug use in any scheduled class.
  3. Horses to be tested for banned or prohibited substances will be selected at random from the class that has been chosen for random testing.
    • Horses that have been randomly chosen for testing will be announced after the class has been completed and the Judges have announced the finish order.
    • Rule 441 (amended) of the A.Q.H.A. concerning use of therapeutic medication has been adopted by the A.O.H.A. and is incorporated into this policy of the A.O.H.A.

DISCIPLINE POLICY FOR POSITIVE TEST RESULTS

    Any horse selectively tested for drug or substance violation and found to have tested positive, which would indicate the use of banned or prohibited drugs or substances will be subject to the following disciplinary measures, and at the option of the Directors of the A.O.H.A. any and all of the following disciplinary measures may be imposed on horses that test positive for the use of drugs or banned substances.

    1. All A.O.H.A prizes, awards, or points will be forfeited and not allowed, in addition to the immediate return of any prizes or trophies that have been awarded to horse or exhibitor.
    2. Horses which test positive may be prohibited from A.O.H.A. competition, along with the Owner, Exhibitor, and Trainer or any such horse for a period of one (1) year.
    3. After any period of suspension has expired or been completed, the positive tested horse will be subject to mandatory testing the first year it is allowed to exhibit in A.O.H.A. competition.
    4. A fine of up to $500.00 may be imposed and assessed on the Owner of any positive tested horse.
